All, For those of you interested, I did receive a reply to my message and there is a bug in joey that would send to all users regardless of if they were online or not. I put a check in to make sure they existed prior to sending the message and it took the processing down quite a bit (as you could probably imagine).

This could make it so much easier to find the users presence rather than having to send a message. For all intents and purposes, only those users that are online should receive your presence. But the Joey server is sending out regardless of if the user is connected or not.
