I think this is a good idea. But you would want MOTDs (or MsOTD?) to either be private messages, or a message in the MUC that specifically is not logged in the history. I would hate to have a 3 paragraph README echoed a few times to new entrants to the room. But having this README as something standardized in the protocol would allow people to more clearly communicate those social conventions you are talking about.
