There's a third approach, which is a bit easier than you propose. That is writing a normal jabber component, and a little demon on your computer that connects to it. I say this because writing a "tiny" server would probably take up the most time in your proposal, the zeroconf stuff isn't that hard. Anyway, this is the approach I was taking with a small Java project. However I stopped working on it since the council has rejected rostersubsync and there is no good alternative yet. (and no responses to inquiries about rostersubsync)

Also, you might want to mention Miranda as a client that supports this, since it's the only (free/Free) windows client.
