BouncyCastle worked fairly well back when I last used it for something like
this.
I did have one issue at the time, being that the default classes couldn't
generate an armoured message without the headers. It can be worked around
though, either by stripping the headers off or by stealing some of the
armouring code to make a version which doesn't add the headers in the first
place.
