I think the main problem starts here: clients supporting both should not be sending out XEP-22 information in the first place. Whenever you are in the situation where the other client asks for XEP-22 only, you can start using that, but otherwise stick to XEP-85 only. This way, all XEP-22 traffic will go away over time, as opposed to the case where you send out both.
