Yes it is.
See RFC 3921, Page 25, Chapter 6ff – "Managing Subscriptions"

There are
- subscription request messages
- roster updates to signal pending state
- roster updates to signal successful authorization and removal

This is exactly how subscriptions and presence work, right? Or do I miss
something important why you can not use them?

And this is already implemented in the Jabber protocol?
