Maybe. Right now, xmpp.org is just about the protocols. I'm not really quite sure what the purpose of jabber.org is. :) But it seems to have something to do with a somewhat user-friendly website for end users, containing lists of software and some very basic howtos, plus some information about the jabber.org IM service.
