Personally I would say they are the same, however according to the rfc spec http://tools.ietf.org/html/rfc4622#section-2.7.1 I dont see an allowance for the triple slash. and same with the xep 147 http://xmpp.org/extensions/xep-0147.html
The first one should be the best supported.
