XEP-0138 and TLS-compression SHOULD NOT be used at the same time (XEP-0138
says so).  XEP-0138 is allowed if TLS didn't negotiate compression.

We need a clear notion to show the difference between TLS (without
compression), TLS (with TLS compression), TLS (with XEP-0138 compression)
and TLS (with TLS and XEP-0138 compression - SHOULD NOT happen, but might)
