I don't know of any public (and productized) proxy software, but I know some have been built with the Swiften library. Also, the author of the Spectrum transport is working on a next-generation version of his transports, which will work in the mode you described: each transport acts as an XMPP server to which XMPP clients connect, and the transport connects to the legacy service on the 's2s' side.
