XEP-0030: Service Discovery is pretty close.

Some annotations could be added, in a separate namespace.

The format used by my table thingy is just YAML files with xep-xxxx: 
[version, comment]

Also, not all features map cleanly to specific protocol support, and 
vice versa.  And some protocols can be broken into many features.

BTW, I think I've seen this discussion before.  I think it got stuck on 
format back then.  You have been warned ;)
