Hi all.
I had this same problem with RedHat 7.1 and now with RedHat 7.3
The problem refers to the JDK version under which the IDE runs, I havent 
tried compilation yet.
If I run the JB7 IDE with the provided jdk1.3.1 it works ok but when I 
edit the
jdk.config file to make it use the jdk1.4.0 (standard edition) then 
everything becomes much slower
and with some repaint problems sometimes.
If I'm sitting directly at the linux machine it's slow but if I run it 
from the PC thrugh an X server (Xmanager 1.3.9)
then it becomes 
sssssllloooooooooooooooooooooooooooowwwwwwwwwwwwwwwwwwwwwwwwwww
(as in: having to wait for 30-60 secs for screen repaints and mouse 
event responses)
When I switch back to jdk1.3.1 everything comes back to normal.

I read a comment somewhere on the web about disabling the line
    addbootpath ../lib/TabbedPaneFix.jar
in the jbuilder.config file

This helps a little bit directly from the console, but not much when 
running remotely from the PC.

Now, here comes the weird part!!!
When running it from the PC using VNC (which is not notable for it's 
efficiency....) it runs ok, with no
repaint problems!!!! (A little slow, yes, but at least you can see the 
whole window with the menus and all....)

Should I mention I'm running KDE, in case it matters?

Incidentally, my general remote X expericence was a little better with 
RedHat7.1. In 7.3 everything, in general,
runs a little slower (through the same Xmanager 1.3.9). I don't know if 
it's a problem with the new XFree86
or the new KDE (although gnome has the same problem I think)

Anyway... can anyone tell me something I dont know about JB7 and jdk1.4????
