That being the case (that it's a bug in HttpURLConnection class) ...

I've often heard of people using HTTPClient 
(http://www.innovation.ch/java/HTTPClient/) instead of HttpURLConnection.  
Apparently HTTPClient provides the timeout functionality you're looking for:
