I had the "luck" to initially test my applets ( @ and under http://uuhome.de/penski / ... ) on an Insignia "EVM" powered Compaq/HP "iPaq" with 2 MB and then 4 MB of free RAM (after installation of the VM that supports Java[TM] standalone and applet-based applications).
 
Here again (in this thread) my experiences:
2 MB of RAM  : 50 % of the Java Version 1.0 applets (initially designed for a 133 Mhz PC with MSIE 3.x or higher) worked
4 MB : over 90 % work (now)
 
Watch CPU time needed for GUI output !
e.g. implement an additional options dialog to allow the user to adapt graphics output (quality) to the capabilities of your PDA.
Think of the fact that there is now mouseMove() on the PDA - just mouseDown() and mouseDrag() .
 
If you are looking for a shareware solution only : you really can talk to the guys at Insignia.com - under certain conditions they'll let you download
a trial or even free version of their Java VM for PalmOS.
(and don't forget to extend the memory of your Handspring Visor - if still possible - memory costs are becoming lower especially if you think of those
new 340 MB to 1GB Compact Flash harddisks)

I want to venture out into the heretofore unknown waters and build a little Palm application with Java.  I have a Handspring Visor (basic model) and I want to be able to run the application on it when I am done.  Any ideas on what shareware tools I can use to build this app?  Are there any issues to watch out for (memory, GUI API, etc.) during the development?
