Kelly also suggested this (except with 99xxxxx, so we could, if we
really wanted to, fold these bugs into the OpenJDK JIRA when it becomes
public).
FYI, it is not feasible to preserve bug ids on import into the OpenJDK
JIRA anymore. That capability was lost after we did the bulk import of
the Sun bugtraq bugs and started issuing new bug ids.
