Summary: enable the VM UsePerfData flag in tests involving tools that
require UsePerfData to be enabled. The SE-Embedded VM, for example, has
UsePerfData off by default, while SE has it on.

Rationale for phase 2: these tests are needed to test new functionality
available in SE-Embedded 7u2. The fix is extremely low risk and only
impacts test code.
