Maintainers don't necessarily do the technical review - when Edvard and I came 
up with the 
concept of forest maintainership delegation for jdk7u, the idea we had was to 
allow teams 
to work without much delay even in quickly progressing forests, by moving 
approvals for 
changes closer to the teams.

In this Project, approvals happen per changeset, not per person - that ensures 
that each 
changeset going into a jdk7u forest gets seen by another set of eyes looking 
for code 
adding new interfaces, for example, or that the necessary information for the 
changeset 
to be reviewed has been published either on the bug tracker, or in the approval 
mail,
in accordance with our development process.

As such, it is an orthogonal role to the Author/Committer/Reviewer roles in 
this Project.
