[7u8] Request for approval: 7191547 : XMLEventFactory.newFactory(String factoryId, ClassLoader loader) does not work as expected

Hi,

Requesting approval to push the change to fix 7191547.  This is similar 
to the patch for 6756677 for XMLInputFactory and XMLOutputFactory, that 
fixes an error in XMLEventFactory where factoryId was taken as factory 
class.
