7u40-b31 new deadline: Wed, Jun 26, 10AM PT

7u40-dev forest's issues have been fixed and it's now opened for 
approved fixes.

The new 7u40-dev b31 deadline is tomorrow - Wed, Jun 26, 10AM PT (sharp!).
Integration is also tomorrow (provided there won't be any issues). 
Promotion was moved to Thu (this one time only).

To reiterate, 7u40 is in Phase 2, so all 7u40 fixes should go through 
the Phase 2 Approval Process.
