[7u40] Request for phase 2 approval for CR 8020983: OutOfMemoryError caused by non garbage collected JPEGImageWriter Instances

Hello,

This is a request for phase 2 approval to push the fix for 8020983 into
the 7u40 repo. The fix has already been pushed into the JDK 8 repo.
