Update to "rules" now that 8 is in the end game?

General "rules" for 7u is that fixes should go to JDK 8 first but that 
is now impractical as JDK 8 is close to ZBB and effectively getting 
closed out to all but showstoppers. Until 8u and/or 9 repos open up for 
changes we either need to go straight to 7u or else wait.
