The changes in hotspot should be a direct backport of:

Both the linux and bsd parts should be present and it should be committed under that original bug id.

The JDK change is the logical equivalent on the JDK side. As you say this is not an actual backport because the new build in JDK 8 obviated the need for this part of the fix.

As only one review is needed on the JDK side you should now be able to request approval (using the approval template) to push the change to 7u-dev. But again the hotspot part must be complete, and committed using the original bug number.
