Both are fixes which make the relevant java.util.logging tests more
stable. Minor adjustments while importing the patch - so I'm cc'ing
Daniel who I hope can also review. Changes run through JPRT without issue.
For 8030192, the change isn't identical since ResouceBundle.
getBaseBundleName() is new in JDK 8.
For 8031068, one hunk of the patch failed, didn't spot why. All applied
fine manually.
