There is currently a discussion in the Apache infrastructure alias that points
to the need for a common entity resolver and global dtd/xsd name policy. Please
see this article for a writeup on what needs to be changed in order for a
project to use the common entity resolver:

We might investigate whether it makes sense to adopt a common entity resolver
for this project.
