1. JDO release JDO 3.1-rc1: JDO web site updates

http://www.apache.org/dev/release#upload-ci has instructions on how to release 
our artifacts. In order to do it "the modern way" we will need a JIRA to have 
infra set up svnpubsub. 

I've requested this from infra: https://issues.apache.org/jira/browse/INFRA-7320

Our project (TLP name in the instructions) is "db/jdo". After this is set up, 
we can simply check out  https://dist.apache.org/repos/dist/release/db/jdo and 
svn commit our artifacts there.

2. News on JDO-625 "Support for streams"
