This PR adjusts some of the GitHub repo settings that are accessible through the `.asf.yaml` file as specified in https://cwiki.apache.org/confluence/display/INFRA/git+-+.asf.yaml+features#git.asf.yamlfeatures-GitHubsettings. In particular, this PR sets up branch protection for the `publish` branch, ensuring that it can't be deleted. This was done to avoid accidental deletions of the branch which could potentially break the website deployment. Additionally, it changes the GitHub pages configuration to use the `publishing` branch. Even though the wiki specifies that only the `master` and `gh-pages` branch is supported for this option (matching the old GitHub pages restriction), my hope is that is works nonetheless as the configuration adheres to the new GitHub pages restrictions. If this does not work, I will send a request to the infra team. As the wiki mentions, there are also other options that can be set through the configuration file.
