Yes. For this test, I only created the source release files not the binary 
release files.

Could you please file an issue with the tooling team?

They might want more detailed information. I expect that the send might fail 
due to the standard mail list [email protected] 
<mailto:[email protected]> not being used but the error message sounds like 
something else entirely.
