Okay. Got that. Now the question is why vermillion 98 has not A11Y turns
on by default, given that it is also gnome 2.23.91?

I agree we should turn off A11Y for 99/100 given that we are shipping
2.24 extremely close the the edge in terms of schedule, and let that be
turn on for 2.5.x release cycles.
