When gnome-about is launched, if the scrolled legal text happens to be 
greater than
label provided the end of the text is not displayed, this is 
particularly visible
when font sizes are large.

Solution very simply checks if the text has been truncated, and if so, 
when scrolling
off it scrolls really slowly allowing the user to read the cut off 
portion of the
text, if the text is not cut off then it will scroll off at the same 
speed as before.
