All, This bug is specific in NIS environment. The reason that network-admin cann't be launched is that the application look for some information from nis which is online but cann't provide any real service cause the network card has been deactivated.
This patch add "svcadm restart nis/client" after down the network card which try to restart "nis/client" according to current network environment, if nis is not available, "nis/client" will be changed to "offline". SMF will change "nis/client" automatically to "online" when network card is up and NIS is available.
