I think VK_ACCEPT/VK_CONVERT/VK_INPUT_METHOD_ON_OFF/VK_KANA_LOCK depend on 
Japanese keyboards and keymaps.
VK_KP_LEFT/VK_KP_UP/VK_KP_RIGHT/VK_KP_DOWN/VK_BEGIN would be common bugs.

Do you mean you cannot reproduce this problem on en_US.UTF-8?
This bug also can occur on en_US.UTF-8. I attached the screenshot to mark local 
and remote Input Methods with the red pen.
Since the application is a desktop, we need to send the application Ctrl + 
Space key events but if enable the local IM, it exhausts the key events and 
then the RealVNC jar client does not receive the keyPressed events.
