Ah, I didn't notice i.rbac and r.rbac in /usr/sadm/install/script.
I can see them now. Yes, they should be removed from spec-files then.
If you're using system CASs, all you need to do is use the %class
tag in %files, e.g.
%file root
...
%config %class(rbac) %{_sysconfdir}/security/exec_attr
