That makes sense.

Note that if these plugins are used in applications like gedit and
nautilus as plugins, then we will also need to do Export Control forms
for those programs.

Such plugins could perhaps be discussed in the same form as seahorse,
but we will need to make sure that we highlight all the places in the
desktop where they are used.
