It could be you are using the wrong ARQ .jar at runtime. You need
jena-arq-2.9.0-incubating.jar; there should be no "arq-VER.jar".
And jena-core-2.7.0-incubating.jar for jena-VER.jar.
And hopefully sometime soon we'll be able to get rid of the
"-incubating" which will be nice.
