Getting a JIRA issue started sounds good to me.  If someone can point me to the 
JIRA site for jena/fuseki I'd be happy to create an issue.

BTW, I now have  a  fuseki.war file that I built that deploys successfully into 
Tomcat.  The web.xml file still isn't right but it brings up the "splash" html 
page and all the links on the page work.

This is on our To Do list here and I should potentially be able to do some/all
