Retroactively designating Daniel as BDFL Delegate.
Daniel has been our security officer for a number of years, and I
consider him to be the authority of the security area of the work, which
this JEP is squarely about.
So he should be the BDFL delegate.

Designating Oleg as the BDFL delegate in this.
Oleg has led the Java 9+ hackathon, and he continues to carry that flag
forward now in the context of Platform SIG, which he leads.
This JEP is along the line of what we have discussed in the past.
So I consider him to be the authority in this space.

Designating Carlos as BDFL Delegate.
These efforts are happening in the context of cloud native SIG, and as
such I expect Carlos, the lead of that SIG, to ensure the general
consensus, consistency of efforts in that space.
