[JENKINS-54070] Support for Declarative Pipeline
Define a brand-new Java-based Gerrit review step compatible with both
scripting and declarative pipelines.
The legacy Gerrit DSL is deprecated: the new step is more compliant with
all the others implemented in the Jenkins ecosystem and provides
exactly the same level of functionality.
**NOTE:** This service has been marked for deprecation:
https://developer.github.com/changes/2018-04-25-github-services-deprecation/
Functionality will be removed from GitHub.com on January 31st, 2019.
