Call 3 arg GitChangeSet constructor for compatibility
The 2 arg constructor changes behavior for JGit implementations with
the release of git plugin 4.0. This retains existing behavior.

JENKINS-29977 keep changelog parser compatibility
The GitChangeLogParser previously did not know the git implementation
being used (CLI git or JGit). Without knowing the git implementation,
it could not decide if the correct truncation behavior was being applied
to legacy callers.
Extend GitChangeLogParser constructor to accept a GitClient so that
legacy cases can accurately decide if they should truncate (CliGit)
or not truncate (JGit).
