Assignign Liam as the BDFL delegate.
I believe it has been Liam who has been adding contents to the YouTube
video channel, so it makes sense that this happens in the context of his
supervision.

Assigning Oleg as the BDFL delegate.
This effort happens in the context of Platform SIG, which is led by
Oleg, so he is trusted to do the right thing, including talking to the
infra team to make sure the access control meets their requirement.

Assigning Oleg as BDFL Delegatej
This is more of a process within GSoC, which is run by Oleg. From that
perspective, this buck needs to stop at him. As a BDFL delegate, I
expect him to make sure this is in line with the existing budget/expense
process by talking to the board -- I will send him a separate note on
that.
