Introduced the ability to create global keychain configurations. These
configurations are each named, and multiple may be be created. Then each Xcode
job can specify a named keychain configuration to use during its build.

The changes for using a global keychain configuration should be at least a
minor version, so the Maven development version has been moved up to
1.4-SNAPSHOT.
