* Move code style docs into dedicated file

* Move contributing guidelines into dedicated file

* Migrate old release notes from wiki

* Migrate rest of the plugin docs from old wiki

* Add plugin badges to README

- Link to plugin release
- Link to plugin release notes
- Number of plugin installs

* Rename license file to match GitHub naming style

* Add description section to README

* Mention release drafter labels in PR template checklist

It's important to set proper labels for PRs so that later on
when new release will be prepared, release drafter plugin could generate
concise release notes.
