Changelog may also merge updates to same component
If an LTS includes multiple updates to the same components (remoting
library, script security plugin, etc.), those multiple updates may be
merged to a single entry.
* Upgrade remoting from 4.1 to 4.2 for WebSockets
* Upgrade remoting from 4.2 to 4.2.1 for security hardening
could be stated as
* Upgrade remoting from 4.1 to 4.2.1 for WebSockets and security hardening

Clarify plugin manager upgrade guide statements
Upgrade guide is not used to describe new features. It is
intentionally limited to areas in the upgrade which may imapact users
and administrators.
Describing the intentional difference in the "Available" tab of the
plugin manager may help some administrators understand that they need
to enter a value before they will see available plugins.
