Remove unneeded buildPlugin configuration
Checkstyle and spotbugs are being enabled by default in
https://github.com/jenkins-infra/pipeline-library/pull/121, (assuming that
checkstyle is bound to a phase in the build directly, the task is no longer
directly invoked)
