[JENKINS-64393] update jupiter to fix not running junit4 tests (#5104)
* [JENKINS-64393] update jupiter to fix not running junit4 tests
the version of jupiter was incompatable with the version of junit4
causing all junit4 tests to not run (and not fail).
* [JENKINS-64390] move the property to the parent
@jglick mentions in the PR review this should really be defined only
once
