Require Jenkins 2.263.1 or newer
Use current parent pom
https://stats.jenkins.io/pluginversions/implied-labels.html shows that
79% of implied labels plugin installations are running 2.263.1 or
newer. Security advisories have been published for Jenkins 2.277,
Jenkins 2.289, and Jenkins 2.303. Safe to expect that users who update
the plugin will also update to a reasonably recent version of Jenkins
core.
