feat(datadog): adding the datadog initialisation on linux agents (#2383)
* adding the datadog initialisation via cloudinit to all the linux vm azure and
amazon
* using YAML Anchors and Alias to clarify
* remove the test agent for ec2
* using alias for yaml
* rename alias
