Increase spotbugs checks (#217)
* Avoid null pointer exception when no agents match a label
Unclear if the problem can be created in a production environment, since
there may be safeguards elsewhere that prevent the condition from ever
being reached.
* Increase spotbugs checks
Add one spotbugs exclusion for a Messages method name
