Withdraw 3 GSoC 2023 project ideas as discussed and announced (#6181)
## Description
This is to remove the following three project ideas from the current
GSoC 2023 project list, due to manpower considerations:
1. Displaying of Plugin Health Scores
2. Exponential backoff and jitter for agent reconnections
3. Jenkins Configuration as Code (JCasC) drift detector
