Redirect IBM cloud tutorial to Kubernetes install (#6331)
Fixes https://github.com/jenkins-infra/jenkins.io/issues/6315 where
@NotMyFault detected that the IBM Cloud marketplace no longer offers
Jenkins. They seem to have replaced it with an option to purchase a
Tekton based solution.
