Require Java 11 and Jenkins 2.361.4 or newer, test with Java 21 (#28)
* Require Java 11 and Jenkins 2.361.4 or newer
Prepare to support Java 21 build and test by updating to the most
recent parent pom and the most recent plugin bill of materials for
Jenkins 2.361.4.
Intentionally did not require a version newer than Jenkins 2.361.4 to
reduce the risk of disrupting plugins that may depend on this plugin.
* Test with Java 11, Java 17, and Java 21
* Use parent pom 4.75
* Use parent pom 4.76
